FOR THE UNIVERSITY OF WARMIA AND MAZURY IN OLSZTYN
FOR THE YEARS 2012-2020
The mission of the University of Warmia and Mazury in Olsztyn is to carry out diverse activities with the aim of educating highly qualified graduates and scientific staff, to carry out scientific research responding to the needs of the region’s economy and to enrich the national culture.
1. STRATEGIC GOALS
1.1. To implement and observe high standards of education, suited to the needs of society, taking into special account the region of Warmia and Mazury.
1.2. To pursue the development of high quality scientific research, especially for an innovative economy, for example, by participation in research programs in Poland and abroad.
1.3. To allow the University to pursue its educational and research activities on an international scale.
1.4. To have the leading faculties of the University achieve the status of research centres.
1.5. To ensure the financial stability of the University, especially by a considerable reduction of its debt.

2.1. Educating students, taking into account the needs of the labour market.

3. PROGRAM OF ACTIVITIES IN DIFFERENT AREAS
3.1. In the field of education, taking into account the labour market needs
3.1.1. Making the education process more practical, by expanding cooperation with the socioeconomic environment as well as by developing educational programs and by implementing projects which enhance the graduates’ chances on the labour market:
a) linking the areas of education with the socioeconomic needs of the country and the region, using opinions of external stakeholders, for example by developing an educational offer “on request”,
b) developing educational syllabuses with a practical profile, ones which extend beyond the structure of a single-field major education, while improving the quality of graduates’ education,
c) filing applications for projects which enable students and doctoral students to participate in internships in leading centres and enterprises in Poland and abroad.
3.1.2. Making the educational process international by:
a) enhancing the attractiveness and competitiveness of the University on the domestic and international education market:
- developing teaching syllabuses in foreign languages, especially in English,
- developing teaching syllabuses to be implemented in collaboration with foreign academic centres in key areas of education, in line with the “Strategy Europe 2020",
- taking actions aimed at achieving certificates and honourable mentions by the accrediting institutions of the European Commission (e.g. the ECTS Label),
b) supporting and propagating domestic and foreign mobility programmes for both under-graduates and graduate students.
3.1.3. Taking intensive pro-quality actions, which involve:
a) developing the principles and criteria for evaluation and improving the effectiveness of the Internal System of Education Quality Assurance,
b) supporting education quality by establishing cooperation with the institutes of the Polish Academy of Sciences, other research institutions and socioeconomic units,
c) improving the quality of the teaching process by:
- pursuing excellence in teaching competence by the academic teachers, for example, by their participation in foreign and domestic teaching internships,
- implementation of international standards in terms of the teaching quality as well as of forms and innovative methods of education (for example, problem-solving education, e-learning),
- improvement of the teaching infrastructure, for example, by participation in domestic and EU projects,
d) enhancing the quality of foreign language teaching,
e) improvement of the teaching process management, for example, by computerisation of different actions related to the course of studies (e.g. e-indeks [electronic course credit book], electronic ECTS information catalogue),
f) monitoring graduate career paths and improving the career office’s activities in developing the educational offer.
3.1.4. Implementation of the idea of “lifetime learning”, whose main effect is the acquisition of competence for performing professional tasks:
a) participation in educational projects which promote “Lifelong Learning Programme" and the development of cooperation with European academic centres in organisation of excellence and education courses and trainings,
b) verification and improvement of the offer of post-graduate studies and courses, adapted to the changing socioeconomic environment.
3.2. In the field of education and development of the academic staff
3.2.1. Supporting the development of the scientific staff in order to consolidate and develop the academic powers of the faculties and to improve the quality of education, for example, by implementation of a new system of remuneration depending on the scientific achievements and educational activity.
3.2.2. Developing and implementation of the modified criteria of employment and promotion of academic teachers.
3.2.3. Improving the system of evaluation of academic teachers.
3.2.4. Regulating the issue of sabbaticals, training leaves, accounting for habilitation and doctoral scholarships as well as subsidies for the studies and professional improvement of the staff.
3.2.5. Supporting the participation of the academic staff in internships in Poland and abroad.
3.2.6. Improving the system of doctoral studies.
3.2.7. Cooperation with institutes of the Polish Academy of Sciences.
3.3. In the field of scientific research
3.3.1. Developing the priority fields of research, in line with the national research programme and the research programmes of the European Union.
3.3.2. Establishing interdisciplinary research teams as well as consortia and scientific centres with domestic and foreign units.
3.3.3. Preparing a research infrastructure development programme, financed by EU programmes 2014-2020 and funds from the Ministry of Science and Higher Education.
3.3.4. Cooperation with institutes of the Polish Academy of Sciences and other research institutions in regard to scientific research.
3.3.5. Cooperation with business entities and local governments in the planning of research and the commercialisation of results.
3.3.6. Supporting application procedures for funds from the NSC [National Science Centre], NCR&D [National Centre for Research and Development], EU programmes and ministerial funds.
3.3.7. Developing a programme to support innovative solutions and commercialisation of research results.
3.3.8. Publishing research results in periodicals included in the Web of Science database or in the European Reference Index of the Humanities (ERIH).
3.3.9. Implementation of an incentive system to encourage the staff to increase their research activity.
3.3.10. Developing criteria for employing people in research positions.
3.3.11. Developing a plan of activities of the Centre for Innovation and Transfer of Technologies.
3.3.12. Streamlining the administrative service to improve the research process.
3.4. In the field of human resources
3.4.1. Rationalisation of employment of academic teachers and personnel other than academic teachers.
3.4.2. Restricting the number of retired teachers and academic teachers for whom work for the UWM is a second job.
3.4.3. Developing and implementation of criteria of employment and promotion of the members of the staff other than academic teachers, including implementation of an evaluation questionnaire.
3.4.4. Developing a system of training and development for members of the staff other than academic teachers.
3.4.5. Developing the rules of pay rises and granting bonuses to members of the staff other than academic teachers.
3.4.6. Verification of the criteria of awarding medals and decorations.
3.4.7. Developing the principles of setting out obligations for academic teachers.
3.5. In the field of the University management, with special emphasis placed on computerisation
3.5.1. Developing the procedures of document circulation according to competence.
3.5.2. Implementation and regular updating of software:
a) for human resources and payroll,
b) financial and accounting,
c) for student education,
d) registration of property and the cost of its maintenance,
e) a system of usage of class rooms and teaching facilities.
3.5.3. Developing a plan of activities of the Regional Computer Centre.
3.5.4. Creation and regular updating of the database with the scientific achievements of members of the staff.
3.5.5. Creation and regular updating of the database with the available teaching facilities and research equipment.
3.5.6. Using geoinformation systems for infrastructure management.
3.6. In the field of financial management
3.6.1. Activities aimed at revenue increase, including:
a) regular monitoring of the parameters which decide the amount of teaching and research subsidies,
b) implementation of the pro-quality financial system, in accordance with the ministerial algorithms,
c) development of paid forms of education,
d) increasing the contribution of additionally government-sponsored specialities to financing the teaching activities.
3.6.2. Actions aimed at rationalisation of expenditures, including:
a) closely monitoring the conformity of the actual size of student groups with the respective resolutions of the University Senate,
b) implementation of the mechanisms which help to minimise the number of cases of insufficient number of teaching hours for a teacher,
c) closely supervising the process of concluding civil agreements for their justifiability and correctness,
d) reducing the operating costs of facilities, for example, by thermal upgrading,
e) outsourcing services when economically reasonable.
3.6.3. Making units (especially faculties) more independent and, consequently, more responsible for the resources at their disposal.
3.6.4. Rationalisation of the organisational structure of the administration service and faculties.
3.6.5. Task-oriented budgeting.
3.6.6. Developing and implementation of the rules of distribution of teaching subsidies between the organisational units.
3.6.7. Rationalisation of managing the teaching resources and research equipment.
3.6.8. Verification of the principles of co-financing and the internal procedures followed when applying for funds from European, other international and domestic programmes.
3.6.9. Preparing investment, research and educational projects within EU programmes for the years 2014-2020.
3.7. In the field of the University infrastructure
3.7.1. Rationalisation of expenditure for maintaining the infrastructure.
3.7.2. Identification of the actual needs of different units in terms of rooms.
3.7.3. Preparing a list of items of property to be sold or leased out.
3.7.4. Monitoring the use of rooms, especially teaching and research facilities.
3.7.5. Improving the system of electronic supervision and the safety monitoring of the facilities.
3.7.6. Preparing plans of construction, expansion and upgrading the infrastructure, especially the Faculties: of Law and Administration, of Social Sciences, of Medical Sciences.
3.7.7. Taking care of the architecture and spatial management in Kortowo.
3.7.8. Improving transport to Kortowo and parking.
3.8. In the field of promotion of the University
3.8.1. Creating the image of the UWM as a modern, thriving university, with a high level of education and supporting entrepreneurship and the national economy.
3.8.2. Popularisation of the UWM in international circles of science, education and art.
3.8.3. Actions aimed at establishing new contacts, both in Poland and abroad.
3.8.4. Creating and consolidating the opinions about the University as an excellent academic centre.
3.8.5. Taking promotion actions which ensure a sufficient response to the educational offer in every field of education.
3.8.6. Supporting and popularisation of academic sport and culture in Olsztyn and the region.
3.8.7. Propagation of information about the achievements of members of the university staff and students in the fields of science, education, sport, culture and others.
3.8.8. Popularisation of graduate achievements and their bonds with their University.
4. TOOLS TO ACCOMPLISH THE TASKS
4.1. The Rector and the Senate of the University undertake to pass resolutions and to issue ordinances and regulations which contain action plans in specific areas and to designate the members of the staff and teams responsible for the tasks.
4.2. The Senate commissions as well as other commissions are obligated to prepare opinions and draft regulations to facilitate the accomplishment of specific tasks.
4.3. The basic units of the University are obligated to prepare and implement their own development programmes in line with the development strategy of the University and their unit.
4.4. Work aimed at development and implementation of the programmes in different areas is supervised by the rector, deputy rectors, chancellor and deans.
4.5. Implementation of the remuneration policy in accordance with the pro-quality criteria.
4.6. Computerisation of the management and education in the University.
4.7. Preparation and adopting by the Senate of the schedule of actions provided for in this development programme.
